The main problem I have noticed is a bit of a problem with composition. In your drawing it is a bit hard to notice, at a glance, that it is supposed to be a port city. As such I have rotated things a bit and changed the composition to where 1) we have a big focal point with the castle in the left and a supporting focal point with the ship in the distance 2) things are placed in a way where the docks are much closer and more visible to the viewer. A little bit of a problem is scale - the ship looks quite tiny compared to the castle (if we take windows for the scale) so the docks should technically be even bigger - however I think the better way to go about it would be to just make the windows smaller and either a) make the docks bigger or b) make one or two big docks. This way you could place a much bigger boat on to the canvas. As for the atmosphere I have added a tiny bit of shading and clouds - they are great tools to achieve atmosphere. Shading might be hard with traditional medium, but smudging graphite does wonders. In general Id say perspective is not that big of a problem - the only location I really had to touch was the top of the castle to make it go to the vp - the biggest problem is scale. It is a difficult topic and takes a bit of practice but it is entirely doable. Keep in mind that the closer the things are to the horizon line, the smaller they will appear, and that it is good to have a point of reference - a thing that we know is a certain high (for example a 1m tall window or 10m tower) and do your best to keep your proportions in relation to these items.
