Hi! For the background design can be just simple. I using photo bashing for the storm which actually is a faster and easy way to finish it. I want to make it epic because that's a dragon fighting with a man, so adding the storms and the rain makes it more epic. Plus, your rendering is too contrast. Don't over use black as the shadow. You try can deeper blue for the dragon shadow since shadow have its own colour too, not only black. Black will make your rendering dirty and boring. I suppose behind the dragon is the mountain. Make the mountain more shallow to make it look far away. Then, you can also add more lighhting from the top since the storm is on the top. This is my suggestion for the background.
